donation/price reduction of the wi.ki domain, I'll do it as the president of

Going through the benefits they mention of their "hybrid" model, the
following bits caught my attention:
- provide wider rights across the (...) public sector, enhanced data
sharing and clarifying non commercial re-use of derived data
- remove the restrictive licence framework to the public secto
