chapters aren't required -- just two files, which can be set up as a
single chapter). However, your problem seems to be resolving the
cross-refs, not starting over with a new approach.

We are single-sourcing with TCS 1.0, using Structured FrameMaker 8, RoboHelp 7,
and DocBook 1.4.2. The writers need to be able to designate related topic links
for a topic. They also need to designate expanding text in the FM files so that
it appears correctly when it is output

You need to resize the screenshot outside of FM. FM does not maintain DPI
settings when you scale a graphic to fit within a frame. It's one or the
other. I don't use Snagit so I do not know if you can do it with that tool. I
