The error message appears because the numbering properties are inconsistent.
Open all of your documents and the book. Start with your book and make sure the
numbering is correct (from your book, right click each document and select
Numbering from the menu to view the numbering properties). When
I embed multimedia and I use the Save As function. It works well. I’m using FM
12. I’ve used other versions of FM and the function still worked. I would
contact Adobe tech support and see if they can help you.

I’m not sure if this would work in structured FrameMaker but you could change
the PDF compatibility before printing. The File compatibility bloats the size
of the PDF if you make your document compatible with too many past versions of
Adobe Reader.
