I don't have this whole thread in front of me to remember what the
initial problem was, but you can probably also eliminate steps 2 and 3
by installing the free SetPrint utility

Thank you all for attempting to help me with my Windows 7 problem. I eventually
managed to create a pdf using the following procedure.
With the FM 9 doc open:
1. Select File Print. The Print Document
The below links page states It has been tested with FrameMaker 6.0 and
7.0 for Windows. Has anyone used it for FrameMaker 9 with success?

2. Check Print to File box and change .prn to .ps.
3. Change Printer to Adobe
