I saw all of the comments that came in today and I'd like to
incorporate the one resounding idea into the PLIP and modify it so
that we don't change the return value of site_url, but instead change
things over to use a navigation_root_url attribute instead.

technically we require this in order to consider a PLIP, or at least
we repeatedly asked PLIP authors to announce their PLIPs here so we're

The current procedure is that the framework team recommends a release
manager to the board, which does the hiring and paying.
At the DC meeting, the framework team members decided that a team for
4.0 would be recruited (the 3.x team would continue to operate) and
would nominate a release
is there some sort of voting process for release manager now? in the
past, the board has just picked a manager and sometimes even paid them
;)
