I just noticed this closed-a-year-ago bug after looking at the 2.3.0 NEWS.
I wrote the CM code several lifetimes ago, but it appears to mostly be
the same still. Since freeciv is starting to push bigger cities, the
CM code will be a bottleneck.

Not only does it pollute logs, but I suspect this limitation to severely harm
AI. Attached patch increases limit to 25000.

This log message was introduced in bug #17255. In cm.c a while loop is used
which is only terminated if a solution is found. For special cases (big city
radii and city size with a change of the food supply) the number of iterations
can go up.
