It was a leftover from when trunk was 2.4 or 2.3 (I don't remember).

Have you done system update recently? I think I had a bit similar problem some
months back when system update had moved libreadline from /usr/lib/ to
/usr/lib/x86_84-linux-gnu/ Old freeciv builds still expected to find it from
old place.
