Operator to match if attribute does not exist or is not value?

According to man 5 users there is no operator that will match as a check item if the attribute plain does not exist in the radius request. - List info/subscribe/unsubscribe? See http://www.freeradius.org/list/users.html

the effect of two Auth-Types listed...

If I have two Auth-Type entries in the same radcheck table (SQL Backend), what determins which entry will prevail... I am trying to find a simpler way to disable radius accounts without touching any other information on the DB... I thought maybe simply using the Auth-Type == Reject would suffice.
