I'm happy it works !! when i use radtest, if the primary is down the
proxy radius server mark primary as dead. But I must do a second request
and the proxy radius server contact the secondary .

No, that's the way it's implemented. And I guess there's a reason for it,
but I wouldn't know what it is.
