Nothing misterious now. Looks like that identity is wrong (strange
characters). Use english keyboard to type those details. Or is it my
mail client?

You have more than one freeradius installation. Freeradius instance that
you are running is not using the configuration files you are changing.
There is probably a default installation

i ran into the same issue (running ldap query against
novell edir tree.) the users can bind as themselves
but they need the rights to query the ldap server.
give the identity account sufficient rights to run
the lookup and nothing more...should work fine.
