I started with ElementArc() but quickly realized that it generates a
silkscreen and not a pad.
Do I need to freehand the object in PCB (as traces) then copy and paste?

I think you can score them with a utility knife on both sides and snap
them apart. Run it along a straight edge, to make the line straight. Do
it a number of times to make the scoring deep. Put on edge of table and
it should break apart along the line.

If that is the case add a resistor between the voltage and ground to
pull more current and see if it fixes the problem. If it does that is
the problem. If not it is something else.

fact, it is working good, and it has only 30mV ripple. If anyone could give me
a hint what is going on here, that would be fine. In my first sample, I used
the same circuit, with the same cap, and the frequency was 50kHz. Very odd.

I found it Settings - Thin Draw was turned on. Turning it off made it
look like I wanted.
