All new NETCONF capabilities need to be documented using a template
in RFC4741. This is sec. 4. The text is confusing I guess. Here
is a fix for 2.1.2, 2.2.2, and 2.3.2:

The server MUST support the parameter with a value
equal to 'report-all', as specified in Section 3.
They have indeed. We'll fix these as well.

It appears that the prior recommendations from the Gen-art REVIEW have been
implemented in the current version of the draft, but I did just notice the
following:
Section 4 has a few acronyms that have not been spelled out earlier in the
document - URI, IRI, and XML.
