TLP, then look at Apache
Royale as an example of how to craft a resolution (some time late last year?)

Unless XMLBeans is needed for more than POI, I would go with Jan's second
suggestion - just import the code and get on with life :-)

At such a point as there is enough interest, it can fork back into its
own community. POI committers would gain commit rights on an XMLBeans
repo.

rself together an incubator proposal based upon the
XMLBeans codebase. Seek mentors as you would for any incubator project.
Perhaps, because you have existing Apache projects using the codebase,
you may be able to get through incubation quickly and end up with the
TLP it seems you are after.

Mine were just suggestions - I'm quite happy for you to do as you need -
if that is to edit the doap files in trunk for relevant projects.

How about we copy the doap files over to a writable attic location, and
change the references to point to those files?
That way, we can continue to update our doaps as needs require.

Commodore 64. No developers anymore (I wonder why), so it moves to:
http://attic.apache.org/jabba
Of course, there are redirects/links from jabba.apache.org to the attic
site. Ideally a page would have a "what is the attic" link, but I'm sure
most folks could work that out by just going to http://attic.apache.org.
