I've lately seen many incubator projects which didn't copy their source and
binary distribution packages to our official distribution area.
For Top Level Projects this is http://www.apache.org/dist/ and pretty well
known.
For Incubator Projects the correct location is

developers but students, including ones new to java.
To make it as easy as possible for this category of user, we ship a
distribution which is the collection of jars needed for use without a
maven/ivy infrastructure.

Sqoop entered Incubator in June of 2011. Since then it has added three
new committers from diverse organizations, added two new PPMC members,
and made two releases following the ASF policies and guidelines. The

licenses included in the libs that are being re-distributed as part of
your release. Your binary release artifacts include ant 1.7 (and
potentially others) that has source covered by 3rd party licenses which I
don't see
