for any Incubator PMC members from Apache WS.

The jar files now have LICENSE and NOTICE files in their meta-inf
directories.
The release now includes a source code distribution as well as a binary
distribution.

archives to this location,
In addition, I think the current policy is to
not put incubating artifacts in official repositories ...
