Thanks, the functionality in GEOTOOLS seems promising. A simple
alternative to the rendering alternative in GEOTOOLS would be to
interpolate/create new rasters first, then display them at selected
levels. And/or create multiple layers(with the cluster and decluster
approach) and viewing them depend

OpenLayers can do clustering, I'm not sure if it's easy to expand the
cluster out into individual points.
