Never mind. I found the "-sds" option in the gdal_translate program. It
doesn't let me pick individual subdatasets, but after dumping everything I
can pick out what I what to use.

that it includes subdatasets and I need to select one of them for reading.
Gdalinfo says that there are, indeed, 6 subdatasets. However, I cannot see

Well, there is a RPF TOC format as well as a NITF one supported by
gt-imageio-ext-gdal.
These 2 drivers may deal with some CADRG frames and TOC from RPF product.
You could give it a try.
