GeoServer's already using POI for Excel output. I was only indirectly
involved in that module's development but it was written in short order by
someone who usually doesn't do Java work so I get the impression POI is
pretty nice to work with.

Ultimately it is aimed at local government workers in small townships,
(I was impressed they could afford Excel)

Currently the Java Excel API (http://jexcelapi.sourceforge.net/) but
it kind of sucks now I'm actually using it so I'm open to suggestions.

I'd like to propose a new module to live in unsupported that can use a
simple (pre2007) Excel file as a datastore. I have some working code
which could use a review and some more testing.
Any objections to my adding it?
