Depends on whether you have the file saved in XCF format, how many
layers, etc.
Let's assume it is a GIF. In crude terms:
1. Select background
2. Add alpha channel
3. Hi
(1)make a new layer, with 'Alpha' attribute. (in a new image file)
(2) select and cut the image from your banner, and copy to this alpha layer
( so that only the area having visible pixels is opaque)
(3) Save in a format which preserves Alpha(transparency) information
