Liquid Rescale is a plug-in for GIMP and is not created nor maintained by
the core GIMP team. You might be able to find a build of GIMP for OSX that
has it bundled, or you can try the Liquid Rescale page:

Hi, I'm new to this forum so if this subject has been covered, I aoplogise.
I have just downloaded and installed GIMP 2.8.18 and I noticed that the Liquid
Rescale option is missing. I was missing fro the previous version I had
installed. (2.8
.14 I think)
I'm running the program on an iMac running
