Apologies- user error! I'd added an extra subdirectory ‘config’.
This works fine as long as I follow the procedure and set up the file as:
~/Library/Application Support/GnuCash/gtk-3.0.css

I just downloaded the .dmg from Gnucash.org and it is version 4.7.
My guess is you didn’t correctly replace the GnuCash app bundle in your
/Applications folder with the new one.

Flatpak access makes sense as the culprit.
The .gnucash file is in my home folder.
The command completes when I run it as my user. Run as root, it fails.
Perhaps I'm trying to do something in a way it's not designed to be used?

Having entered the payee name in the register and seeing that it says
Split Transaction then right click that and select Delete Other
Splits.

By comparing the heights of the register lines and the tabs I see that
I get 9 tabs in the height of 14 register lines whereas the photo

The easiest way to get the right file may be to open gnucash on the old
machine and use File > Save As to save it to a USB stick or similar. Then
you can copy it to a suitable folder on the new machine and use File Open
