Bicycles are also 2 wheelers have quite often been the cause of accidents in Goa too. So shouldn't this rule of wearing helmets apply to bicycle riders as well? Luiza 1) Bicycling accidents are frequent and unavoidable, and head injuries and death are likely to result from these accidents.
