However, please allow me few observations:
1. The Head of State in Portugal will always be the President of the Portuguese
Republic, not the prime minister.
2. Antonio Costa would not be the first Goan prime minister because Portugal
already had the first Goan Prime

Thanks for the email + interesting news from Portugal about the
negotiations that could still give Costa the post he seeks. I was
aware of his Goan predecessor in 1978, but the very short term seems
perfunctory enough to me not to count!
