I have an application that doesn't have billing turned on, and I am getting the same error. So it is not because of billing. I've also ensured that the app domain email I signed in with was added as a developer on my application, just in case that was a problem. And I double checked the app

I too am having this same problem installing my GAE App on the Google Apps for Domains site. Like Abner, I tried both methods of installation. And got the same message: You do not have the permissions necessary to install this application. I also posted this question on the App Domain site.
