solved the problem. Woo!
Hmm, now why isn't the app recognising me as admin? :S

I had the same problem. The problem was my application ID finished by
a number (ie: fooapplication2). I created a new application without
any number in the ID and the problem disappears...

In my case the problem was that I created the app using auth from an
Google Apps hosted domain. An app using auth from an Google Apps
domain can only deployed to this domain, I think.

I too am having this same problem installing my GAE App on the Google
Apps for Domains site. Like Abner, I tried both methods of
installation. And got the same message:
You do not have the permissions necessary to install this
application.
I also posted this question on the App Domain site.
I just tested using both methods, from the app engine dashboard and
from the google apps domain console. In the 2 methods I still get the
error message.
