I still need to be able to create a test-site that I can share with co-
workers.
How do I get past this issue? What if I'm a consultant and I create
google app sites for customers? Do I have to use their phone
numbers?

Did you make sure to log in under
http://appengine.google.com/a/nealwalters.com (or whatever Apps domain
you created your initial app under)? If you attempt to log in at
http://appengine.google.com/ and create an app, when you previously
authenticated for Apps, you will see this message.

Thanks Nick. It didn't ask me for the SMS that time and I was able to
create the account.
I this a bug - or did I do something wrong? Seems like numerous other
people have reported similar issues.
