read the question and see the sample input output.
Then we try to find a solution. When we think we are ready for it we
download the input and test it for 4 minutes then upload the solution and
output.

the time limit exceeds, you'll have to re-download the inputs again (they
differ) and submit the solution within 4 minutes. You can repeat this as
many times as you want, but for each incorrect attempt your penalty time

This is absolutely correct. Penalty doesn't mean anything in the
qualification round; it only matters in later rounds, when the contestants
are expected to start at the same time.
