I don't think that it has anything todo with how many hosts try to download
it.
I have started 3 download from different IPs (all Germany). And the speed is
everywhere around 20-30 K/s.
But it also did not change, no matter if its just a single user downloading
or if you start from 3 different
same here,
16.0K/s max download speed.

I think the initial Issue has been solved (temporary rollback of
counters).
But I think now the counters just do not count regular ...
I guess this is the new Issue for that:
