Another option that may be simpler is to move the doc generation to install,

This is a question about the past, is it? ... How can I tell that the past
isn't a fiction designed to account for the discrepancy between my
source, and figure out something to make a TclTk 8.5.8 available for existing
GRASS packages.
Any user-compiled or other distribution of TclTk 8.5.8 Aqua frameworks should
work, as it's all just standard options in the source.
Note: this only affects NVIZ. TclTk GUI is not affected.

It needs the PROJ include dir in the compile command. It'll work on Linux
since all includes are in /usr/[local/]include. On OS X it's a separate PROJ
framework.

program. clean_temp, the program, is what I think it's complaining that it

Could be something to do with running nviz from inside the GUI. To see if NVIZ
itself is OK, just run it from the GRASS terminal.

Which version of TclTk did you install? I think 8.5 is optimal.
Also, there's a bit of a hack needed so the system tcltk doesn't interfere, see
the macosx/readme.rtf in the GRASS source for details. Then add
--with-tcltk-libs=/usr/local/lib to your configure.
