I haven't followed the details of this thread, I just want to confirm
that I have seen this "clipping" problem myself quite often. Since I use
gretl both on Linux and Windows I can't remember on which platform that was.

One way to do this is to create a dummy variable equal to 1 for the observation
where you want the line to be, then plot this along with your other
variable(s). Then edit the plot, click on the "lines" tab, and select
"impulses" for your dummy variable.
