Local pref should be reduced when the route is received.
Consider router that learns a route on 2 interfaces.
The best path is on the interface that will go down.
The right thing to do is to change the best path to the other one.
Lowering local pref at the incomming interface will do that.

It works for iBGP links too. An iBGP link is not to another AS.
