We are trying to figure out a way to show our terminal servers are down in
haproxy when they are put in maintenance mode. It looks like maintenance mode
will only disable user logins and keep RDP up. We thought about just enabling a
firewall rule to block the RDP port when we enable maintenance
How about something like CARP?

What could be a goods alternatives for implement
With carp, the IP address should already be bound to the spare server, just not
active. If you check the status of CARP on the main server, it should list that
IP as active and on the backup server as backup. Might want to verify your
configs in CARP.
