Your Cruzer Mini may not be mounting because another device is using the
same drive letter as the Cruzer has used in the past - this has happened to
me on more than one occasion on WINXP. The tell-tail sign from my experience
is that the Cruzer device will be visible in Unplug or Eject

It is actually a function of the compressing codec and the original
source material. The quality is better because the quality of the
source was better (HDTV vs analog cable) and the file size is smaller
because the codec used is better (divx/mpeg-4 vs mpeg-2).
