I don't think System Restore restores all files - it isn't an image,
just protection for key system files.
It restores everything back to what it was. It restores changed
files. I have never had it not work.
In my experience, Windows 8 is significantly more flaky than Windows
7, so
I've heard a few reasons on why they're skipping 9, and the most plausible
one is that they found that a lot of programs were written back in the day
with If Windows Version == 9x to capture windows 95 and 98, it was
capturing windows 9 as well. By skipping the version they avoid bad
programming
