I am sure it is not optimised for i586.
The default settings in the w32 makefiles are to optimise for i686.

I don't think so. But why do you want i586 binaries, really? For an
application like Emacs, which doesn't do any funny stuff like
heavy-duty number crunching, the performance improvement over binaries
