Jeff there are 2 different issues here & you are almost right with yours but
not quite.
The issue with the CS maps is not a new thing & occurs when a newer or older
map is on the server - The player gets bounced & what is being asked of
Valve is that there is a silent overwrite option.

Guys it's not the maps on the server that are out of date.
It seems that it's on the client side. It has happened to me as well.
I had to delete the maps that were different, and then I rejoined the server

On the bright side, I disabled the bots and much to my surprise, Cold Ice actually

There is probably a period of time where a client "appears" to be up to

An admin on one of my servers flagged this up. It would seem that the default value of

If I set it to 320 during a map then all is fine until a map change, then it's back up

You probably need to update the maps on your server to the latest version.
The client's will always have the latest version in their GCF files (they
have no choice) but they can copy older versions into the external maps
directory which supercede what is in the GCF.

There have been some issues with this since some of the former custom maps
are now official maps. I don't know of any automated solutions.

I've seen this issue in NS, even when both the maps are identical.
I've also had the same exact problem, I compared my map against my servers
map and they are identical, even the MD5 hash value of the files match.
Something up with steam?
