to my internal server and I cannot join my own server. FYI I am running
a Call of Duty server using the same server and forwarding and it works

The real issue with Steam hacks is entirely in the Steam app.
And the game hacks are due to the fact that each client is sent info updates
on the other player
This is not a windows problem.
Put bluntly, anyone developing a system with security in mind will never
rely on the client portion to give them valid info.
