Ever since the last update (today) my server's cpu usage shoots up to 100%
within 15 minutes of people connecting to it, if I restart it it starts off
again at 10-15%.
Normally I could run the server with 8 players and only use 30% or less CPU

I have followed your instruction but I think there is something missing I
did not do it correctly.
After I setup everything I can see the hlds application running through task
manager but if you look the amount of memory taken is like 9Kb rather than
80kb when I run it manually.

I'm not sure. I think you can do it using "Tweak UI" but it might not be
good practice to have your Win2k3 server auto log on. My server is just an
old Win2k pro box that doesn't do anything but host a DoD server. It's not
part of any domain and there is nothing of importance on the machine.
