When you say some maps, do you mean official maps or custom? If it's
custom, then it's because the person who made the map didn't insert the
correct entities for the map to enter sudden death. Take a look at the
Valve Dev Wiki to see how you can do that.

Yes, specifically ctf_bunker_b2 and ctf_installation_beta2 used to kick into
suddendeath when the timer hit 0:00, but since the Feb 14th update hasn't
been doing it. Come to think of it, it was only on CTF maps this happened,
the CP maps

SS hltv only works with a specific setup. What you need to do is start it up
