they actually mean real gameplay make-over mods, where a different gameplay is achieved, ie: dodgeball, MGE, prophunt, etc. And not plugins like AMX mod, SM:MM with some scripts, those are negligible vs that. you most probably have plugins that bite eachother, and therefore crash the server.
