I recently was in a tfc server, not same game but same engine, and there was
a player with a constant 3000+ ping & the server never lagged once.
I believe that to be a farce that laggers lag a server.

Servers are actually secure by default when fully updated. There is no
command to turn it on, just disable it using -insecure in the command line.
