Hi,
Somehow I'm having troubles installing new CS:GO servers. It worked fine
sometime in January, but I've been trying to create a server since yesterday
with no luck - the server won't start.

The memory usage is way better now. A server that before used 285MB of
memory is now only using 103MB.

I too can confirm this. We have old servers running with about 80mB use
of memory, but the new servers are using ~200mB.
But I've experienced faster boot time with CS:S (not much though), but
it takes a bit longer time to join a server.

Try login in anoymously by using the username anonymous. This actually
helped me earlier this day - if I tried loggin in using my account I got
a lot of errors, but when loggin in anonymously... Well, only one about
a .dll file, but everything works fine.
