If you installed the full cs 1.3 as a fresh install and didn't change the mapcycle.txt, that's the problem. The mapcycle.txt contains references to cs_thunder and de_rotterdam, which both were cut from CS 1.3. So, when the server tries to change to one of them, nothing happens. Edit the file a
