sv_cheats 1 enables the build in methods for cheating...
any normal gameserver on the internet has sv_cheats 0...

Afaik the linux + winex problem was there, but since valve worked with the
community to solve this problem there no longer is a problem. I haven't

no need to do this with all players on the server every x minutes - a
script that would do the things for one player you are suspecting to cheat
would be enough. but you should have a second one (yours?) to compare.
