I have also had users occasionally complain of the random lag spike on TF2,
on different servers in different locations so im also not sure what to
blame it on. The complaints i get aren't normally of a server-wide freeze
but of only a few players having an issue at any given time.

hrtimer/srcds set to realtime. Running tournament mode with no random
damage, valve maps, no mods, at random times, -not often- on a machine that

Yes thats the way I understand it at the moment. You cannot get the server
to change a clients cl_restrict_server_commands at 0. The client has to do
it themselves.
