You can ban somebody permanently by typing:
rcon_password
rcon banid 0 kick
rcon writeid

banid steamid will ban the steamid. I usually use hlsw which makes
banning and unbanning players easy, alont several other things.

$ chmod u+rx hlds_l_3110_full.bin
