You're right. Someone told me, tha there are many other games wich allows
to change maxplayers during the game (like UT over a WI). I think the
maxplayers cvar is a funny thing in css for admins who hosts thier own
servers. Provider have to monitoring thier servers.

If you're not monitoring your servers' max clients, you aren't fit to
be accepting money in exchange for the server.

IIRC what you set on the commandline *IS* the highest you can set it, and
although I'm less certain about this, I don't think any attempt to set
maxplayers to a higher value than what was set on the server command line
will work.

Also you can move, chmod and edit files with serveplugins. It is not
hard to replace a file with antother using sourcemod. To prevent such a
behavior the user also should not be able to change the chmod.

basically solved. Or "chmod 744 autoexec.cfg" and then change ownership
with chown to someone that isn't the "customer".
I admit though, autoexec.cfg is a useful configuration to edit so it's
probably better still to be able to
