I agree with John, this type of data needs to be collected from a trusted source, reliable, consistent & complete (nation wide coverage). The encryption with public & private key might be a bit too much, but as long as the data can be used in an offline environment via a mobile application.

I think there is a slight problem in that for operational use you need a trusted source and HOT as it stands with new mappers using iD isn't really that. I would suggest that one way to make it a little more bullet proof would be to include a tag, website perhaps that pointed to a read only web

That shouldn't be necessary though. When you set up a task in the tasking manager, there is a tab to set the background imagery. Doing this ensures the custom imagery is loaded as default in ID. I don't know who managed the task, but they should be informed that this is a really useful thing to
