No.
You should buy software program called IBM Encryption Facility with
additional feature for DSS.
Additionally you should have enabled HW feature called CPACF DES/TDES
enablement.

or 2 PCI-X cards inside.

Yes, it is possible to have cheaper cards 1P. However those cards are
available only in cheaper mainframes, that means BC models (z9, z10).
