Check out the TAPEUTILIZATION command option in HSM. You can use the CAPACITYMODE option or depending on how back-level your HSM is you can set percentfull to +100%. I didn't think that CAPACITYMODE would work for anything other than 3590 emulating 3490. I know that it didn't do too good with
