All updates to TKE's associated with IBM z or LinuxONE servers are only updated
by IBM SSRs. They bring the code to the TKE, logon in Service Mode, and apply
the update or perform the install. IBM does not distribute TKE feature code
updates any other way.

DF/DSS came much later (maybe 10 years?)

that was the policy when I started at my current gig, I now manage the
policies so I usually cycle from CFMRPOL1 - 2 .etc...
activate the new policy (2), if there' issues I just reactivate policy (1)

If you are interested in not splitting, besides the mention of setting a line
limit, look at the emergency subsystem available in jes2 2.4. And of course
looking at potential automation to detect/ prevent issue may have value.
